As the earth rotation is subject to natural fluctuations and generally slows down our time calculation needs to be adjusted from time to time. The International Earth Rotation Service in Paris publishes a bulletin twice a year which states if it’s necessary to introduce a leap second (https://hpiers.obspm.fr/eoppc/bul/bulc/bulletinc.49). The video shows exactly this extra second during the night of 1st July 2015, that doesn’t exist in our common organization of time, and extend it to a little while.
